Rangers
The club are currently 21.6 million in debt to the bank but are providing profits for the past 2 years. Due to the financial downturn manager Walter Smith states that the club is not immune therefore every player has thier price.
The Chairman David Murray has stated on numerous occasions that the club is for sale but only to the right person as he wants the club to go to safe hands.
I would set the transfer budget to £0 with only £10,000 wage expenditure left even with Ferguson, Hemdani, Dailly, Smith and Adam going which will save the club more than 3 million per year.

PORTSMOUTH
the club has been recently sold to Sulaiman Al Fahim also known as the Alan Sugur of UAE.... here's ten things on the chairmen
1 Dr Sulaiman Al-Fahim, now 31, has a family background in real estate and went into the industry himself aged 18.
2 He has studied at American business schools, receiving his PhD in Real Estate Investment and an MBA in Finance and Real Estate from Kogod School of Business from the American Universtity in Washington DC.
3 He founded Hydra Properties in 2005 promising 'to be different' - the policy paid off as his company signed $2billion worth of projects in the first two years to become one of the region's fastest growing property companies.
4 They have projects underway in Mexico, Abu Dhabi and Dubai, including a Golf Walk complex near Al Raha Beach - could be a nice retreat for City's stars to spend their summers when it is completed in 2010.
5 Other sporting interests for Hydra Properties include sponsoring Dubai sports television, a Costa Rican soccer team and the German Bundesliga. And they are building a football academy in Abu Dhabi with Italian giants Inter Milan. Al Fahim himself already has one big role in the sporting world - he is President of the UAE Chess Association.
6 Dr Al Fahim is a rising star in the Arab World, moving up 61 places on Arabian Power's list of the 100 Most Powerful Arabs this year to be ranked 16th this year.
7 TV show 'The Hydra Executives' is behind Al Fahim's leap up the rankings as he is the show's founder and host. He plays the Sir Alan Sugar figure in an Apprentice style show which pitches eight Americans against eight Brits in the UAE property business. The winner receives $1million backing for their business venture. See him in action here:
8 He is not shy of publicity and has been snapped at premieres alongside the likes of Pamela Anderson and Demi Moore, and he discussed green issues over lunch with Leonardo Di Caprio.
9 Al Fahim's approach to business: "You have to do what you believe is right, even if everyone else tells you it is wrong. I said that as a company we would be unique, and everyone said you can't be unique in property development. If you try, you will fail. Well, we are unique and we are successful."
10 He won the Visionary Award at the Middle East CEO 2007 Awards and will surely have a vision for his latest Premier League football club.
New Portsmouth owner Sulaiman Al Fahim has pledged to implement a “long term” plan for the club rather than bring in big name signings. Earlier on Thursday, emails from Diego Maradona’s lawyer Angel Oscar Moyana claimed the soccer legend was ready to bring four international stars to club, if he was brought in as a global ambassador. However, speaking this afternoon, Al Fahim told Arabian Business: “We have been working on a long term plan, and a lot of this involves developing the youth academy. That is how many of the best teams have succeeded in the past.” He dismissed claims by Maradona’s lawyer that stars such as David Villa and Samuel Eto’o could be on their way to Portsmouth. “That is maybe what he is suggesting but it is upto the manager Paul Hart who he will have in the team. I want to see a very organised and successful development of both the club and the team, and I don’t think rushing out and buying very expensive players is the way forward. "We have some solid plans to take the club to the next level. It is about planning not just for the next season but for the next ten years.” Al Fahim added: “I have spoken before of my admiration for Diego Maradona and spoken with his cousin Remigio about it because we know each other through our United Nations humanitarian work. I think somebody like Maradona can be great for developing the youth academy and acting as an ambassador for a club, helping to grow it. But we are not in any talks. "Some emails have been sent by his lawyer which have been printed, but those are the ideas of his people, not our people. We have our own plans and ideas which we will be moving forward with.”
He is worth a reported 3.5 billion crispy notes.
From the way i see it our squad is striped bare at the mo i see a
40 million transfer budget and a average teams wage bill.

Newcastle united
Chairman Mike Ashley has the club up for sale so his status should change to actively looking to sell the club. The club has no manager, Chris Houghton is caretaker manager. Most of the players are unhappy at the club due to the current situation.

Tottenham
The club is in a good financial position, 15th on the 'rich list', the highest placing of any European team never to have been in the Champions' League.
A new stadium, next to White Hart Lane, is planned for 2012, and will be built while the current stadium is still being used. It will be given a sponsor's name and will have a capacity of 58,000.
There will be no team entered in the reserve league next year.

after their exploits in the opening 4 games of the premier league, i feel as though burnleys brian jensen, robbie blake and wade elliott should be improved for the next update. all have put in fantastic performances so far scoring wonder goals to beat man united and everton, and putting in sterling shifts to keep clean sheets against them also. all 3 players are at best average championship players on the game but in reality are a lot better than that
